In March, 1908, the first organizational meeting of interested citizens was held in the town of Cornwall. The creation of the first council / board of directors which had 13 directors, obvious leaders in the community took place. Approximately, fifty people showed interest in the Children's Aid Society movement at the time. It was considered desirable that any organization should cover the three united counties of Stomont, Dundas and Glengarry.
