PCE In response to a need for an educational program defining the principles of empowerment and recovery as well as the potential impact of these concepts in peoples' lives, the Manitoba Provincial Advisory Committee for Mental Health Reform initiated the development of a consumer empowerment program in 1993/94.The program was developed and delivered by clients of mental health services. Originally housed within Manitoba Health , the program has evolved into a community-based initiative, providing workshops throughout the province of Manitoba as well as consultation, advocacy support , and other forms of service.
